Leveraging Education Assistance Resources in Nigeria (LEARN) to Read supports efforts to improve reading outcomes among first and second grade pupils in Nigeria. Funded by the U.S. Agency for International Development, the project builds on lessons learned from prior reading programs in Nigeria to introduce a flexible, cost-efficient early grade reading intervention model that can be tailored to state contexts.  

The five-year LEARN to Read program is implemented closely with the Federal Ministry of Education and its agencies, as well as with Bauchi and Sokoto (designated as legacy states), Adamawa state (designated as a launching state), and other locations and partners (designated as an on-demand state/partners).  

LEARN to Read will scale-up technical assistance beyond legacy states and introduce global best practices for the teaching and learning of early grade reading across launching and on-demand states. LEARN will leverage the experience and expertise in these states for better learning outcomes.  

LEARN to Read will ensure that standard-based, context-appropriate assessment, materials, training, and administrative supports needed to improve literacy skills for more than 3.5 million P1 and P2 pupils are embedded within the federal policy funding, and monitoring frameworks. States and local authorities will be supported to have the implementation protocols, capacity, and resources to carry out and sustain early grade reading reforms.  

LEARN to Read intervention strategies will build ownership, accountability and use of data from the ground up, ensuring that stakeholders at all levels (classroom, school, community, local government area, state and federal), as well as the private sector understand their role in improving education quality and learning. This capacity building will benefit over 230,000 school-community members including mothers. 

Creative Associates International, with more than 16 years of successful implementation of education and early grade reading reform programs in Nigeria, leads a consortium of Nigerian and international partners to implement the LEARN to Read project. Partners on LEARN to Read include American University of Nigeria, Cambridge Education and School-To-School International, Connected Development (CODE) and the Education Partnership (TEP) Centre.
