Noy Villalobos is the Chief Programs Officer, overseeing Operations and Creative’s three Program Divisions: Education, Communities in Transition and Economic Growth.
In 2023, Noy was the interim Vice President of Business Development, stepping away from her previous position as Vice President of Global Operations, overseeing Field Operations, Security, Grants, Project Performance, MEL and Procurement.
During the past 20 years at Creative, Noy has held significant roles in the field, including the Chief of Party of a crime and violence reduction program in Honduras from 2012 to 2016 and Operations Manager for USAID programs from 2007 to 2012. In headquarters, she was the Senior Director of Field Administration until her appointment in 2021 as Vice President of Global Operations.
Prior to Creative, Noy was a Program Manager in the Latin America and Caribbean Division at ICMA in Washington, D.C., from 2000 to 2002. From 1996 to 2000, she held several roles at the International Foundation for Electoral Systems in Washington, D.C., and Managua, Nicaragua.
She earned a B.A. in Political Science from West Virginia University and a Master’s degree in Public and International Affairs from the University of Pittsburgh.
