Maria Bina (Maby) Palmisano is an international development professional with 25 years of experience in performance measurement and assessment of development interventions funded by international donors, government institutions, and foundations in several cultural contexts. She has extensive technical expertise in the design and application of responsive and complexity-aware MEL systems for new and ongoing programming. She facilitates and articulates complex theories of change and has developed comprehensive MEL capacity-building curricula for governments, NGO partners and internal program teams.
As Senior Director of Monitoring, Evaluation and Learning, Maby leads Creative’s MEL team in the design of methodologies and tools to measure and manage Creative projects’ performance. She developed the modern corporate MEL data repository Monitoring Evaluation Database for Adaptive Learning (MEDAL).
Inherently team-minded with strong mentoring, communication and donor relationship skills, she is a social scientist well-versed in carrying out GESI assessments, research and design, performance monitoring and impact assessment, and performance measurement of international donors in Sub-Saharan Africa, Central Asia, Eastern and Western Europe.
Before joining Creative, Maby was the Senior Director of Monitoring and Evaluation at ACDI/VOCA and the Survey Research Manager at InterMedia.
Maby is from Rome, Italy. She holds a Ph.D. in Sociology, a Master of Arts in Sociology at the University of Maryland, Laurea in Sociologia, University of Rome, “La Sapienza” and post-graduate training in statistics and empirical research methodology at the University of Essex Summer School. She is a native Italian speaker and is fluent in English and Spanish.
She is very proud of her Italian heritage and is the president of two associations of Italians in Washington, D.C.
