Javier Calvo brings 20 years of experience in Latin America and the Caribbean and has managed programs in fragile and transitional environments, including in Guatemala, Honduras, El Salvador, Nicaragua, Haiti and Cuba.
He has a technical background and has led programs in citizen security, conflict stabilization, civil society strengthening, human rights, freedom of expression and elections. Javier has supported more than 12 development programs for a range of clients, including USAID, the U.S. State Department and the Inter-American Development Bank.
He led Creative’s implementation of the Central America Regional Initiative, a three-country program funded by the USAID Office of Transition Initiatives. Prior to Creative, he served as Chief of Party with Development Professionals, Inc. for the USAID-funded LACLEARN Program. He has served as a Chief of Party with IREX on the USAID-funded Voices for All Program in Nicaragua and with Internews on the USAID-funded Freedom of Expression Regional Program in El Salvador.
He has extensive experience managing complex multi-project portfolios up to $39 million and effectively managing rapid response small grants mechanisms in politically challenging environments.
Javier is a native Spanish speaker, is fluent in English and has general proficiency in French and Portuguese.
