Catherine Fontaine is a seasoned professional with over 20 years of experience in acquisition and program management, specializing in leading teams to capture, deliver, and grow business in the federal government and international development contracting arena. She combines technical expertise in contracts and procurement with a strong background in business operations management, compliance and leadership.
Since 2018, Catherine has served as the Director of Grants and Procurement at Creative Associates International. In this role, she sets the strategic vision for the Grants and Procurement functions, ensuring they operate as independent and objective bodies to create, improve, and implement effective and compliant processes in both home office and field offices. Her responsibilities include developing and maintaining systems to assess, coordinate, and enhance procurement and grants efforts, ensuring compliance from pre-award proposal support through project closeout.
Previously, Catherine held several senior positions, including Senior Manager at Noblis, where she managed U.S. Government and commercial contracts. She also served as Director at MMS International and Director of Programs at Crown Agents USA, where she managed a $200M portfolio of international programs, developed high-quality project management systems, and significantly contributed to new business capture processes.
Catherine holds an MBA from George Mason University and a BS in Finance from Virginia Polytechnic Institute and State University. She is an active member of the Society for International Development and the National Contract Management Association (NCMA).
