Barry Reed is the Chief of Party of the USAID-funded Local Capacity Development program in Vietnam, which aims to engage local governments, the private sector and organizations to enhance linkages with the national government on local priority issues.
Barry is an experienced Chief of Party and local government practitioner with more than 35 years of experience in local governance, decentralization, municipal budgeting and finance, local economic development, service delivery improvements, public procurement, project management, professional development, civil society strengthening and government accountability.
He has a demonstrated record in achieving results with a wide range of counterparts and stakeholders, including national and sub-national government agencies, legislatures, civil service commissions, and civil society. He has experience in Vietnam, Ukraine, the Philippines, Afghanistan, Yemen, Kosovo, Pakistan, Albania, Zimbabwe, Georgia, Russia and the United States. He also has experience directing day-to-day activities of local governments and assisted the Boards of Commissioners in policy development, while also serving as budget officer, human resource officer and procurement officer. He also taught courses in public administration, state and local government and the U.S. political system in colleges and universities.
Barry holds a BA from Marshall University and an MPA from the University of North Carolina at Chapel Hill.
