USAID’s Active Communities – Effective States (ACES) is a seven-year IDIQ contract designed to support the U.S. government’s efforts to strengthen good governance, transparency and accountability around the world. Based on understanding and navigating the context, local systems, and power dynamics, Creative facilitates collaborative problem-solving in governance systems from national to local levels and applies a paradigm of mutual accountability. This ultimately shifts the citizen-state relationship to one in which communities and government collaborate on solving priority issues, and where citizen participation and oversight mechanisms support responsive governance and transparent service delivery.
Task order period of performance may continue after the ordering period expiration date of January 31, 2027, but must be completed by the end of the contract period of performance.
